I think students should be allowed to use phones and should not allow students to use phones.
We should let students use cell phones because:
Firstly, students can access necessary information, knowledge and tools online to solve problems and apply knowledge of the subject in class.
Second, the ability of students to access information helps the school gradually transition to the 4.0 educational philosophy, not placing too much emphasis on memorizing knowledge.
Third, allow teachers the opportunity to assess understanding of new knowledge in the classroom and adjust communication as needed. For example, right after the teacher teaches new knowledge, give an example and then give an exercise and assess the understanding of the students in the class using the assessment application. This way students will learn more effectively and teachers do not have to wait until midterm or final exams to know each student's problem.
Three dangers
In terms of risk, I would like to highlight three major risks and suggest ways to reduce the risk to achieve the above benefits. One is the control of students using phones for non-study purposes. This was also controversial in American high schools not too long ago. The solution has two levels. At the school-wide level, student mobile networks are only allowed to log in to certain educational websites and students' phones are only allowed to install certain apps. At the classroom level, teachers allow students to use their phones at certain time frames such as when doing homework or when they need to answer questions; Outside of that timeframe, students may not use it.

Second, the use of phones by students outside of school hours, how can parents control it? The way that schools in the US deal with it is to use a tablet or phone without a sim card, after using it, students must return it to the school and are not allowed to take it out of the school.

Third, the use of mobile phones can reduce or replace human interaction. We are witnessing a decrease in the time and quality of human interaction as people spend more and more time using technology. Meanwhile, the skill of cooperation and interaction is one of the five most important skills for workers in this era.
