You can use  Colored Pencils, wax, water color for drawing anime arts ( the water color of course , to get used to using it might take a lot of patience but you will suprised for the result- I myself find that water color anime art  often more lively than the others) - But I think the best option is using  combinedly all of them  

Actually you don't need expensive color for the fine art, the quality of the art often greatly depends on your actual skills, (There are a lot of great artists make beautiful art with comparison of drawing one art by the expensive color version and cheap color one - you can search on youtube - lol sorry for that 'cause if I give you link, I could be reported :)))

And I think one of typical factors need to improve in anime art is shading ,lining, coloring 

so just be patient and take your time to practice more

When drawing anime we should use wax, like dark colors such as: red rose purple ... As for light colors like blue .... we shouldn't use them to draw anime
